This course was developed to provide citizens of municipalities regulated by Municipal Separate Storm Sewer System (MS4) permits with a basic understanding of MS4 permit requirements. All MS4 permittees are required to develop, implement, and enforce a Stormwater Management Program (SWMP). The SWMP consists of six Minimum Control Measures (MCMs) that must be implemented in order to reduce the discharge of pollutants from the MS4 to the maximum extent practicable, to protect water quality, and to satisfy the water quality requirements of the Clean Water Act and Pennsylvania Clean Streams Law. This course will provide an overview of the first three MCMs: • MCM 1 – Public Education and Outreach on Stormwater Impacts; • MCM 2 – Public Involvement and Participation; and • MCM 3 – Illicit Discharge Detection and Elimination (IDD&E). Permittees with existing MCM plans do not need to revise their existing documents to use the provided templates.

This course contains a completion certificate for 1.5 credit hours.

Screening of regulated MS4 outfalls is required by the MS4 NPDES permit as part of Minimum Control Measure 3 (MCM3), Illicit Discharge Detection and Elimination (IDD&E).

This course was developed to provide users step-by-step guidance on how to conduct dry weather screenings of MS4 outfalls to evaluate for the presence of illicit discharges.

Welcome to the web-based training for the electronic reporting of MS4 Annual Status Reports through the GreenPort system. This training is intended to supplement the MS4 Annual eReporting User Guide. This course includes four training modules. These modules will introduce users to the eReporting application, provide guidance on the completion of electronic annual reports, and review the regulatory review process for submitted reports.  

Note: In 2023, the MS4 eReporting application was in the final phase of testing and its use was limited to permittees from select counties. For 2024 use of the eReporting application is being made available to all MS4 permittees.

The Pennsylvania Stormwater Management Act of 1978 (Act 167) required that within two years following the promulgation of guidelines by DEP, each county must prepare and adopt a watershed stormwater management plan (“Act 167 Plan”) for each watershed located in the county as designated by DEP, in consultation with the municipalities located within each watershed, and must periodically review and revise such plans at least every five years.

The 2022 Virtual Conservation District and PA Agency Ag Meeting was held via Zoom February 23-24, 2022.

This annual meeting has been expanded to include sessions that are relevant to conservation districts across the state, as well as more focused sessions for conservation districts in the Chesapeake Bay watershed.

Staff from PA state agencies, USDA-NRCS, and conservation district agricultural technicians, watershed specialists, and management attended.

The agenda included topics such as agency updates, successful private/public partnerships, soil health education, targeting outreach and BMP implementation using PracticeKeeper data, targeted restoration using EPA’s recovery potential screening tool, maximizing your Clean Water Academy resources, county CAP successes, funding and leveraging partners to get projects on the ground, and other timely and relevant sessions.
