CAP Case Study
a) This provides background on the evolution of the Phase 1-3 Watershed Implementation Plan process and discusses the rationale behind the approach to work with counties on developing Countywide Action Plans (CAPs). It also covers the organizational structure of the CAP program and the funding of the block grant. Additional items include information on collaborative efforts to speed up clean water project implementation and success/examples from the CAP program.
