     In order for a stream restoration project to be eligible for MS4 credit, documentation must be provided to DEP that demonstrates the proposed restoration project will meet the minimum qualifying criteria listed in the Eligibility Checklist.

    Stream restoration projects that meet the qualifying criteria in the Eligibility Checklist are eligible for MS4 crediting using the default rate. This checklist outlines how credit is calculated using the default rate and explains how crediting must be adjusted if armoring as used as part of the restoration design.
  • FileCrediting Review Checklist - Expert Panel Protocols

    Stream restoration projects that meet the qualifying criteria in the Eligibility Checklist also have the option of using the Expert Panel Report Protocols to determine a site-specific load reduction for their restoration project. The Expert Panel Checklist includes an appendix for each expert panel protocol. The expert panel protocol appendices provide an overview of the calculation methodology that must be followed when that protocol is used to determine MS4 credit.
