Forming a Stormwater Utility in Camp Hill Borough, Cumberland County

With aging infrastructure, increased MS4 regulatory requirements and more significant flooding events, Camp Hill Borough realized it needed a more holistic way to manage and fund its stormwater program. The Borough spent two years working with a stakeholder committee and the public at large to consider options and implement a new municipal authority to manage stormwater. Implementation of a stormwater fee in mid-2020 enabled the Borough to be revenue neutral, despite loss of property tax revenue due to the pandemic.
