The Pennsylvania Department of Transportation (PennDOT) owns more than 3,000 Stormwater Control Measures (SCM) – a number expected to double in next 10 years.  Tracking and keeping up with the long-term operation and maintenance obligations for these SCMs became increasingly difficult for the various organizational units within the Department. To ensure that PennDOT in meeting these obligations Publication 888 Stormwater Control Measure Maintenance Manual was developed to ensure consistent approach for inventorying, inspection and maintenance which are key aspects of any approach
