  • Module 1: PRP/TMDL Plan Final Report Template

      The PRP/TMDL Plan Final Report Template contains two parts. The first two pages summarize the permittee's pollutant load reduction requirement(s) and the pollutant load reduction(s) achieved through BMP implementation. The second part of the Report Template is the BMP Attachment Forms. One BMP Attachment Form must be attached to the Final Report for each BMP that was implemented to meet the permittee's pollutant load reduction requirement.  

      This lesson will review how to complete the first part of the PRP/TMDL Plan Final Report. Guidance on the completion of the BMP Attachment Forms is discussed in the lessons below.

      Permittees that implemented any of the following BMP types should reference the reporting requirements contained in this lesson: Wet Ponds, Dry Detention Basins, Dry Extended Detention Basins, Filtering Practices, Bioswales, Regenerative Stormwater Conveyances (RSC), Infiltration Basins, Bioretention Basins, Raingardens, Vegetated Open Channels, and Permeable Pavement.

      Permittees that implemented any type of BMP retrofit should reference the reporting requirements contained in this lesson. BMP retrofits are projects in which an existing BMP is either converted into a different type of BMP that is more effective at removing pollutants, or enhanced to increase the amount of runoff that is treated by the BMP.
    • SCORM packageAttachment C Stream Restoration

      Permittees that implemented a stream restoration project should reference the reporting requirements contained in this lesson.  There are several pathways through this training that review the different ways in which stream restoration projects can be credited. Permittees should follow the pathway that aligns with the crediting methodology used in their PRP. Not all sections of this training will be relevant to all permittees. For example, permittees that used the default rate to calculate the load reduction for their stream restoration project can skip the slides related to the Expert Panel Protocol calculation methods.

      Permittees that conducted street sweeping should reference the reporting requirements contained in this lesson. 

    • SCORM packageAttachment D Storm Sewer Solids Removal

      Permittees with pollutant load reductions from storm sewer solids removal operations to report should reference the reporting requirements contained in this lesson. Both street sweeping and storm sewer solids removal can be reported using BMP Attachment Form D.

    • SCORM packageAttachment E Riparian Buffer BMPs

      Permittees that planted a riparian buffer should reference the reporting requirements contained in this lesson.  Note that Attachment E should only be used for reporting riparian buffers that were not implemented as part of a stream restoration project.

      Permittees that planted trees, that are not part of a riparian buffer, should reference the reporting requirements contained in this lesson. 
    • SCORM packageAttachment G Non-Structural (Agricultural Practice) BMPs

      Permittees that implemented non-structural agricultural practice BMPs such as no-till, should reference the reporting requirements contained in this lesson.  Note that only those agricultural practices that are located within a permittee's regulated planning area and are not required by another regulatory program can be used for MS4 credit. Agricultural BMPs implemented as part of an Agricultural E&S Control Plan, or any other regulatory requirement, are not eligible for MS4 credit.

      Permittees that implemented joint BMPs should reference this training for guidance on reporting collaborative projects. This lesson includes guidance for permittees with separate PRPs that implemented joint BMPs, as well as reporting guidance for permittees that are participants in a joint PRP.
