DEP has been working on revisions to Pennsylvania’s Regulations that implement the Sewage Facilities Act (Act 537). Chapters 71, 72, and 73 of the Pa. Code cover Sewage Planning, Sewage Permitting and On-lot Sewage Treatment Standards. These chapters have not been updated since 1997.
Updates are needed to modernize the program, prevent pollution, safeguard drinking water supplies, and protect property values for homeowners who rely on on-lot systems. The update supports incorporating new technologies and expanding development opportunities. In addition, the update supports on-lot systems as a long-term or permanent option. The update also ensures proactive planning, regular inspection and maintenance, and simplifies the program to improve flexibility.
