MCM 3: Outfall Inspections

                      Permittees with NPDES Municipal Separate Storm Sewer System (MS4) permit coverage are required to conduct screening of their regulated MS4 outfalls as part of Minimum Control Measure 3 (MCM3), Illicit Discharge Detection and Elimination. This course was developed to provide learners with step-by-step guidance on how to conduct dry weather screenings of MS4 outfalls to evaluate for the presence of illicit discharges. 

To receive a certificate of completion you must complete this course using a login and receive a passing grade on the course quiz. Completion of the course with your login will generate a Completion Certificate worth 1 Professional Development Hour.

    • MS4 Outfall Field Screening Report MS4 Outfall Field Screening Report

      All outfall inspections must be documented using the MS4 Outfall Field Screening Report form (3800-FM-BCW0521), or equivalent. The report must be signed by the inspector and be maintained by the permittee.

      MS4 permittees must include procedures for addressing information or complaints received from the public as part of their Illicit Discharge Detection and Elimination (IDD&E) program. This form is an example template that may be used for tracking public complaints concerning illicit discharges.

      MS4 permittees must include procedures for identifying priority areas (those areas with a higher likelihood of illicit discharges, illicit connections or illegal dumping) as part of their Illicit Discharge Detection and Elimination (IDD&E) program.
